Director General at the Dominica Red Cross, Kathleen Pinard Byrne says financial constraints are one of the main challenges facing the institution.
Her comments as Dominica joined the rest of the world in observing World red Cross day today.
She says that operating costs at the Red Cross are exceeding incoming revenue.
She says the red cross is always willing to accept new volunteers.
