Ministry of Tourism Advances Champagne Beach Development with EC $1.81M Contract

The Ministry of Tourism has awarded an XCD 1.81 million contract to Ezee Development of Bense Village for the construction of a modern tourist reception facility at Champagne Beach, advancing a project first introduced in 2024 as part of the Government’s long-term program to strengthen tourism infrastructure and improve visitor services.

The contract-signing ceremony was held on Monday, January 26, 2026, at 10:00 a.m. at the Ministry of Tourism Conference Room in Roseau. The contract sum stands at XCD 1,810,688.05, with construction scheduled for completion within eight months.

The Champagne Beach development is financed under a Grant Agreement signed on October 10, 2023, between the CARICOM Development Fund and the Government of the Commonwealth of Dominica. Following the initial contract-signing in July 2024, the project underwent preparatory realignment to ensure all conditions were in place for smooth execution.

“This contract signing reflects a deliberate and structured approach to tourism development,” said Minister for Tourism Denise Charles-Pemberton. “We are investing in infrastructure that improves visitor comfort, strengthens site organization and supports regulated commercial activity, while delivering tangible benefits for surrounding communities. This renewed phase allows us to deliver a facility that meets our standards for safety, sustainability and service.”

A Managing Director of Ezee Development, Eueythus Fabien, said the company is committed to delivering a facility that reflects high standards of quality, safety and functionality. “We are honored to be entrusted with this project and look forward to working closely with the Ministry of Tourism and key stakeholders to construct a facility that enhances the visitor experience while respecting the natural character of Champagne Beach,” Fabien said.

The facility will include a central reception area with organized vending units, changing rooms, lockers and spa services. Restaurant and bar facilities will be incorporated across multiple levels, supported by designated open areas for dining, recreation and visitor circulation, along with landscaped green spaces.

Upon completion, the project is expected to generate employment, strengthen regulated vending operations and significantly improve visitor flow and site management at Champagne Beach. Enhanced infrastructure will also support improved coordination of commercial activity while preserving the site’s natural appeal for residents and visitors.

Champagne Beach is internationally recognized for its geothermal underwater features and continues to attract snorkelers and divers year-round. The new reception facility is designed to complement the site’s natural environment while improving accessibility, organization and service delivery.

The Ministry of Tourism continues to advance targeted infrastructure investments across key visitor sites to support sustainable tourism growth, enhanced visitor experiences, and increased community participation.
